Users receive an "unable to load the model" error when I share a report from My Workspace

I am trying to share a report from My Workspace within my organization.  But users get an "unable to load the model" error.  I understand this can happen if my dataset has row-level security, but it doesn't.   Permissions show that people in my org with a link have access.  It only happens with this one report.  How to fix this?

No, this is not a solution. 

1.  All users in my org have PowerBI pro.

2.  I have no problem sharing other reports from MyWorkspace.  I just checked a few, and the only person with direct access permissions to the data is me.  Why is this one report that I can't share so different?

Please check.

1. You need a Power BI Pro or Premium Per User (PPU) license, whether you share content inside or outside your organization.Your recipients need Power BI Pro or Premium Per User (PPU) licenses, unless the content is in a Premium capacity.
2. The user being shared has at least read permission on the dataset.
