Hi,
I came across 1 experience that one of our user neither able to use “Analyze in Excel” after a report is shared with her and also Power BI Pro license is assigned to her nor she is able to “Export data” from tile or visualization.
Both the features, “Export data” and “Analyze in Excel” are enabled for all the users (below screen shots) :
I am wondering what can be the reason where only 1 user is not able to use that feature ?
Any suggestion on this issue will be really helpful.

Is it a report in the workspace or app?
I noticed there is one option under permissions tab when publishing app that needs to be selected:
"Allow all users to connect to the app's underlying datasets using the Build permission."
If it's not the app, make sure that user has access to the dataset.

Thank you for reply. The report is published in workspace.
Actually, the user was missing the BUILD permission, and she had only READ permission.

Hi @dayananthan ,
The user should have BUILD permission to the underlying dataset to export data from the reports.
Go to Datasets -> Manage Permissions -> Add BUILD
