User being prompted for Pro license when trying to view/connect to a Power Bi Premium instance

We have a Power Bi Premium (Em instance) with some reports on it that has been shared with the users. When users are trying to view the report they are getting promoted for a Power Bi Pro license. If I am right the Premium instance doesn't require a Pro license for viewers and it only needs that for developers/ publishers

Please let me know how to address this issue

Thank you. I believe EM gives users ability to access via Teams. I have a situation where users can access via Teams a report in a workspace but can't access a different report in the same workspace. They get prompted to upgrade to Pro license. Any ideas?

Hi, @shikarishambu ;

Accoridng to the official document ,only the P Premium SKU gives free users the ability to consume content hosted in the Premium capacity.
