I have following questions related to user accounts.
1) Is required Power BI pro trial user/pro account required for all user(dashboard developers & Viewers)?
2) Is office 365 account works to access the Power BI dashboards?
In my organizations has a lot of users, we don't have office 365 account. Which approach is lost effective one for us.
A Power BI Pro license is only required for viewing "pro content". In short, that generally means on-premises data. Also, you need pro for group workspaces, and that sort of thing.

I don't believe that you can use Power BI without an O365 account, but I just don't work that way or work with customers that don't have O365 so I can't say for certain. However, when I login, I only see the option for Work or school account, so I'm guessing that only means O365.
You can use Power BI without a formal O365 account. If you do that, however, in the background a shell of an O365 account will be created for administrative purposes. The account will not have access to O365 objects other than Power BI. Also, if you do not have an O365 account but do have a Power BI Pro account, you cannot use some of the Pro features such as O365 Groups (calendar, etc.) because those are tied to an O365 account.
