User account change is not reflected when republishing an App

We have a user that had a name/email address change and this was updated in the O365 portal.  When we add the user to a Power BI App., the email shows appropriately and we are able to publish the App.

 

If we republish the App again, it fails on this user and displays the old email address.  We cannot publish the app. unless that user is removed.  

 

Has anyone seen this behavior?

 

Thanks for any input/solutions.

I can't found any related issues and effective solution to solve this issue.
