Uploading paginated reports as PRO still not possible?

Hi all

I did some testing and created a paginated report with report builder. I though there were an update in the last months that now also PRO users are able to use these. Now, when trying to upload such a report to PBI Service i still get error messages that its for premium capacities only...

Am I doing something wrong or did i misunderstand the whole thing and im only able to CREATE suche reports now?

The requirement for premium capacity did not change for uploading and rendering the report.
