Unable to share reports with free users on Premium capacity workspace

Hello all, Can someone help me on the issue related to sharing of reports with Power BI free users. I have a set of reports hosted on Power BI Premium Workspace but I am still not able to share those with free-users. Does anyone have any idea about that.

You can publish apps, these are designed for Premium free users consumption
