Hi,
Our users want to be able to view a usage analysis report, but they are not setup as Admins and so do not get the option to generate the report. We got around this by running the Usage Report and selecting Pin to Dashboard. Our users could then select this report as a dashboard. Alternatively, we found we could save a copy of the report, where it became available in our lists of reports.
We are now going to Power Bi Premium and are downgrading our users from Pro to Free and providing reports to them in Apps. However even though my Usage Report Dashboard is included in the App, it does not get displayed in the App:

I have also tried with the saved Usage Report and this also won't allow me to bundle into the App.

As mentioned in this document, it is a limitation to usage metrics report. Usage metrics reports won't show up in Recent, Workspaces, Favorites, or other content lists. They cannot be added to an app. If you pin a tile from a usage metrics report to a dashboard, that dashboard cannot be added to an app or content pack. But you can directly share the usage metrics report with others, the recipients should have Power BI Pro license or you should use Power BI Premium.
