When I click subscribe on my App, the subscribe window opens, but the rotating wheel just spins and no matter how long I wait, the subscription option does not appear.

I faced this issue today as well but fortunately, I was able to somehow get a solution. This is a issue with Power BI Services.
Here is the solution:
Switch ON "New look" and try to subscribe.

@Anonymous - Someone else just recently reported something similar (yesterday). Probably a temporary Service issue. You could check the Issues forum here:
https://community.powerbi.com/t5/Issues/idb-p/Issues
And if it is not there, then you could post it.
If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
I tried to log an issue, but when I go to the support page and try to log in, it takes me to powerbi.com. Then when I click to create a support ticket without logging in, it takes me to the issues page, where I submitted this issue. I saw another post about someone having a problem logging in to the support page. I have a pro license, so I'm not sure what's going on.
