To create a support ticket, i have to sign in to my powerBI - pro- account (although i already signed in), but i receive a failure that i am not autorized to do so. The failure notice. AADSTS90093: Does not have access to consent. Then, i tried to send a frown, but that button does not work either. Creating this thread was my only option left. Browser version IE 11.0.9600.18537 Update 11.0.38
Please assist so i can create a ticket that needs to be done to resolve an other urgent topic.

A little confused on where you are trying to do this as the function to send a frown is no longer available to my knowledge.

The Smiley and Frown are displayed after i log in to my power Bi Workspace: see screenshot. The buttons don't work.
To create a support ticket, just go to https://powerbi.microsoft.com/en-us/support/ as @Seth_C_Bauer suggested. The buttons under smiley will also redirect you to support page and issue page. You need to sign in, type some keywords to search existing tickets or create one.
