I published a report that using an Azure SQL database. Also, It uses 2 "plain" tables ( the ones that the data is input directly in Power Query). I have a Premium per user Licence. When sharing it with other Active Directory users, members, and guest and I got in both cases I received the following error:

@aj1973 Thanks for your prompt response. They have the trial license. Anyhow, I understand that if I have the Premium License, they don´t need one. That why I purchase a Premium instead of a Pro.

No, external Users don't need licenses if you purchased Premium per Capacity... you said your license is a Premium Per User PPU, therefore they need licenses for them.

If I understand your matrix correctly, if we both have a Pro license, external users will see my reports. Is this right?
No, only Premium Capacity allow External users to see your report in private...Unless you want to use a Public URL for your users like this one
Then a one Pro license is good enough
