Unable to create workspace despite being allowed in Tenant settings >> workspace settings

I am unable to create new workspaces despite being part of a security group which is setup in the Tenant Settings >> Workspace settings >> Create workspaces (new workspace experience). I get the message:

To use Power BI Pro features, upgrade to a Pro license. Your org requires that your IT department assign people Power BI licenses, so contact your IT admin to request a license. Learn more

As per our org policies, I am using a privileged account for the administration. This account is not supposed to create or share visualizations like other powerbi users, so does not have a powerbi pro license. The MS documentation also does not mention anywhere that powerbi pro license is required for the administration tasks as well.

Can someone confirm that a powerbi pro license is required to create workspaces in premium capacity and share any links (preferably MicroSoft) mentioning as such?

Hi @PrashantC ,

A free license will only allow you to use your own Workspace and that is about all.  To create workspaces or other functionality you will at least need a PRO license.  As per "Users with free licenses can use the Power BI service to connect to data and create reports and dashboards for their own use. They can't use the Power BI sharing or collaborating features with others, or publish content to other people's workspaces." from this link: Power BI service features by license type - Power BI | Microsoft Learn
