Hi,
We have the following scenerio:
> Deployed reports to a workspace using a Pro Account
> Shared the reports externally to users with a premium account
> These users are now being asked to update to Pro even thought they have a premium account.
How do we resolve this issue?
Options
> Can I update the workspace to a Premium workspace? If I do this, will other Pro users be able to access the workspace or will it just be premium users.
> Can the external company update to Pro Users or will this has a financial implication.
> If I create an app. Will this resolve the issue?

To add to your previous question, premium license is not workspace-based payment, we can allocate premium capacity to workspace after purchasing premium license.
Premium license is based on capacity and pro license is based on users.
You can use this calculator to determine which license to choose.
I noticed that you mentioned PPU in another post.
What needs to be explained is that PPU is also based on users, and it has has some of the features that Premium has.

Is the cost different for a premium workspace then a premium tenant?
How much would this cost? I can only see information on the whole tenant rather than individual licences.

You cannot share a PPU capacity from one company to a Premium Capacity free user in another company?

If you want to share report to external user, you have two options:
>External users have Pro licences, even if the report in a app.
>The report in the workspace which had been allocated premium capacity.

My apologies - I had assumed you were on Premium.
Do you mean users in a Premium tenant? For them not to require a Pro license means that you must share the app, not the workspace, and not the report in the workspace.
Updating users to a Pro license does have a financial impact.

This would still not work. If I create an app but the app is still using Pro features such as RLS, Data Gateway etc. Then the user consuming the app (even though they are a free user on Premium) would still require a Pro account. Note my environment isn't premium.
Can you confirm
@VendettaBob you can make worspace premium instead of getting pro license to individual users which will cost your organisation.Workspace with premium capacity even free users will be able to see the data .

This is incorrect. For PPU users where the workspace is Premium per capacity for each user. Free users (even on Premium capacity) can not see the reports.
