I have a dynamic title header which I have created using measures and have used conditional formatting for title. On my Power BI desktop, I see it working fine (changing values based on my selection) but once I use the Power BI service and publish it for my audience, I see that the title header disappears and appears only when it is refredshed every time manually (by clicking on refresh button). It is annoying for the user to refresh every time. How can this be avoided ?
Am I missing anything here ?

I have already tested it in my environment and it works well. You could update your desktop to latest version and re-publish to service. Or you could use other browsers to open service(like Chrome, Edge, Firefox etc.)
There is definitely something broken in the Power BI Service.
My report title was working fine in desktop, browser, mobile, etc. Today, one of the users informed me that it is lagging behind by one from whatever is selected in the slicer dropdowns. Tested it myself; Desktop works fine, Service doesn't.
