Tooltips in the service are disabled by default and sometimes do not render properly

I am using the June 2018 version of Power BI Desktop and the  tooltip works fine in it. However, I've noticed that the tooltips in the service have stopped working so something must have changed.  When I went to report edit mode and clicked a visual, there was already a Tooltip option but disabled by default. 

Can someone from MS please turn this on by default? It is such a hassle to doing this for each visual. 

I've also noticed that since last week, sometimes,  a report tooltip does not render properly.

The issue you mentioned is a known issue you could find it in Power BI Support.
