This content isn't available in SharePoint Site

I embedded a Power BI report with Row Level Security (RLS) implemented but my co-worker was encountering "This content isn't available".

I shared the report to her in Power BI Service but did not add her in my workspace since I have RLS in the report (RLS is ignored if the viewer is part of the workspace).

What could be the cause of this and what could be the resolution?

According to my research, you need to have "Power BI Pro Licence" to be able to view the report with this web part.

Please also consider, adding the report in SharePoint page/teamsite does not automatically grant access to the report for the users the page is shared with. Users should be added as members of app workspace in Power BI service.

and Users viewing a report in SharePoint need either a Power BI Pro license or the content needs to be in a workspace that's in a Power BI Premium capacity (EM or P SKU).
