Tabular Editor Deploying Power BI Prem partitions regardless of Deploy Table Partitions selection

I'm seeing a strange issue in Power BI Premium where partitions are processing via Tabular Editor even though PartitionDeployment is set to "RetainPartitions", i.e. the Deploy Table Partitions box is unchecked. When I go through the steps to deploy the model and "export build", I can see <PartitionDeployment>RetainPartitions</PartitionDeployment>, which is correct.  I also see in the Summary this. Note "Options" only shows "Deploy Model Structure", not "Deploy Partitions".

But once the deployment is actually executed, there are partition modifications which can include the removal of partitions that have data.

Has anybody else noticed this occuring? This causes data loss on models where partitions are modified by the Power BI Service where incremental refresh is used.

Here's an example of the behavior I see. Left is the partition list for the table 'Check Detail' in Tabular Editor and the right is the partitions in SSMS for the same table in the deployed model. The circled partitions in Tabular Editor aren't deployed.

When I deploy the model from Tabular Editor and keep the "Deploy Table Partition" box un-checked.

 

After deploying, and refreshing the table partition list in SSMS, I see the partitions that weren't supposed to be deployed.

I reported this as a bug last week and I'm grateful it's now fixed in v 2.16.0.
