Is it possible to view all subscriptions that are active on premium service? I believe we have some rogue subscriptions running that are maxing out cpu on one of our servers but it does not appear that as an administrator i have visibilty to what is running in the service.

If you are meaning the feature that Subscribe to reports and dashboards, Based on this document:
Only the person who created the subscription can manage it. There are two paths to the screen for managing your subscriptions. The first is by selecting Manage all subscriptions from the Subscribe to emails dialog . The second is by selecting the Power BI cog icon from the top menubar and choosing Settings.
The particular subscriptions displayed depend on which workspace is currently active. To see all of your subscriptions at once for all workspaces, be sure that My Workspace is active.

As an admin I am looking to be able to see all subscriptions created not just my own.

Sorry for that, We did not found a web or API to achieve your requirement, We can only find the setting in Admin Portal that can control the usage of all organization. Perhaps you can submit the requirement to ideas and add your comments there to make this feature coming sooner : https://ideas.powerbi.com/forums/265200-power-bi-ideas
