Some users can Export where as some users not able to export summarized data from APP visulization

Hi All

Some users can Export where as some users not able to export summarized data from visulization
I check 

1. Desktop file - Report Option & Setting - Export of summarized data is TUrned on
2. Power Bi Report Setting - Summarize data export is turned on
3. Admin Tenent Setting - Export is turned on for Organization level

Please help me, why some users unable to export data from Power BI App Visulization, where including me and other users able to export data in excel.

I checked the permission, all users have APP (BUILD) permission in dataset

Please help
