I have been having a very strange error just in the past month.
I share power bi reports/dashboards to Azure AD Security Group so the people within those group can gain access to reporting.
Just recently though, I experience the following:
1. Publish a new report
2. Share to AD security group
3. After some time (even 1 full day) A user in that group attempts to access the report - but they get the "request access" message
4. I reshare to the security group with the exact same Power BI service permissions (basically just reapply the group) and now the user is able to acces.
The above could happen more than once for the same group with different users.
I also have a scenario where some users who did have access to a report via an AD group, all of a sudden are getting the "request access" message and I have to reapply the group.
Anyone experience this? Anyone know whats going on, its driving me flippin' nuts!

Bugger, can I assume no one else has experienced this problem or does not handle enterprise security in this manner?

Sorry, I have not encountered such a situation.
Have you tried other security groups and received same errors?
If the issue is urgent or you still have no idea about that , you can open a support ticket with MSFT to look into the issue on your side.

Unfortunately I still get the issue but its intermittent.
I'll monitor a little more then reach out to MS Support if it continues.
