Sharing my report

I have a Premium Per User account and am publishing my dashboard to my Power BI Pro Workspace. 

Users in my organisation have a Power BI Free account. Will they need to upgrade to Power BI Pro to view the Dashboard in the Power BI Pro Workspace?

I only want users to view, not edit or change or build.

Hi @health 

The sharing rules are straightforward, it depends on where the Report is published.

If published to a Pro workspace, viewing access requires a Pro licence or PPU licence.

If published to a PPU workspace, viewing access requires a PPU licence.

If published to a Premium Capacity workspace, viewing access reqires a Free, or Pro, or PPU licence.

So in your case, if published to a Pro workspace, users will need a Pro licence to view the Report or Dashboard.
