Have a question about report sharing abilities with the premium-per-user licensing.
I've read some conflicting information, but basically my question is whether it's possible to share Power BI reports with external users when I only have a premium-per-user license - but not a premium capacity. I have all the options to share enabled, and when I go to share a report and enter the email address of an external user it says it was shared successfully - but the user never receives an email to access the report.
I am essentially a single person operation so buying a capacity does not make sense for me so i'm trying to figure out the easiest way I can create reports and share them via sharepoint/embed them into a website.

The answer is no, you need Capacity for external users of your reports
Unless you want to share your report via a Public URL (no sensitive data) then no need for the Capacity

Hi @Anonymous I need to do the same thing you are asking. Did you happened to find some workaround ? I also don't have the means to buy a "Premium per Capacity" license.
Nope, no workaround. You either need to have an O365 plan that includes pro for each user, purchase pro for each user you want to be able to view or have a premium capacity.

You will need permission from the Power BI Tenant to let you generate the Public URL.
