Sharing dashboard outside the organization with power bi pro

Hi,

My company is currently using power bi pro licensees. A majority of our users are internal (same tenant). However, we have a few external users and I would like to ask what would be the best option to share the dashboard with them. The premium is out of the picture because of the cost.  Here is the scenario:

Company X has3 users that I'dlike to share a dashboard with. They only need to view the dashboard and have the ability to export data. What are the options? Getting additional pro licensees is not a problem. What credentials would they have? Do we have to be under our company tenant?

You can consider to use 'publish to web' feature to share, it not require pro license and not allow to setup any security settings.
