I am trying to share Power BI reports with Office365 mail-enabled universal security groups.
When I try to share a Power BI report (in the Power BI service) with a security group and individual users, only the individual users are receiving the emails. I'm assuming we don't have everything set up properly at the security group level.
Can someone point me to what to check in the security groups to make sure that the email will be sent?

I'd like to suggest you take a look at limitations about share features if your scenario is similar to the document mentioned.
Share Power BI dashboards and reports with coworkers and others#limitations-and-considerations
In addition, have you tested to share with the normal group? I think it may be related to some verification steps from power bi to send share email to the security group.
BTW, you can also submit a support ticket to get further support from power bi team. (it is free for pro and above license, trial not include)

Update: We successfullly tested sending emails to the security group from both internal and external users.
So it seems like a Power BI issue. Is there a setting within the service or tennant that needs to be set?
