Shared dashboard  are not visible "Shared wit me", only accessible through link.

The receiver is outside of the creator's organization

What is the cause and solution for this?

When you share with people outside your organization, they get an email with a link to the shared dashboard. After they sign in, they see the shared dashboard in its own browser window without the left navigation pane, not in their usual Power BI portal. They have to bookmark the link to access this dashboard in the future.

Another thing to take note of, is if you are a free user then you will not be able to Share, as of the 03 May 2017 announcement.

@prokurors - Out of tenant shared dashboards do not show up under "Shared with me" - that only shows the ones shared with you by others in your domain.  The only way to access out-of-tenant shared dashboards is through the link.

That being said, as of the 6/1/2017 change-over, accessing an out-of-tenant shared dashboard via the link appears to be broken.  Was looking for exisitng issues around this when I saw your question; I will likely open a new ticket.
