Hi All! We've got a data set we'd like to publish once to a communal workspace and grant access to our Pro users to use as a source. However, we don't want them to be able to publish to this same workspace. They will be able to publish to their my workspace or a team workspace.
I created the communal workspace "Common" and added a few Pro users to test as the Workspace role Viewer. However, when going into Power BI Desktop, Get Data, and Power BI Data Sets, they could not see the dataset in Common. When I changed their access to Contributor, they could see the data set. However, they could also publish to Common. They should only be able to publish to their own workspace, not "Common".
I also tried going into the service, Common workspace, datasets, manage permissions for the dataset, and changing their permissions here. Same results, if I changed their access on the dataset from Viewer to Contributor, they could then publish to the whole workspace.

@GilbertQ Thank you for the help! That worked like a champ. I removed the access to the workspace for the users, then published an app with the "Allow all users to connect to the app's underlying datasets using the Build permissions". They can see the datasets from the Power BI Desktop Get Data-Power BI Datas, but can't publish to the workspace.
