I have read a lot of documentation about setting up Gateways in a cluster. However none of this documentation applies to Personal Gateways. In my organization, I have no choice but to use Personal Gateways for this particular Data set.
My goal is to have one Primary Gateway for Data Refresh and to have a second one running on a seperate machine as the Backup.
Can anyone help with this?
Issues:
1. In the Gateway Cluster settings, only the Gateways that were installed in Standard Mode appear. So I dont have the option of adding the Personal Gateways to a cluster.
2. When I install a Personal Gateway, the installation process does not offer the option to add the Gateway to an existing cluster as it does for Standard Gateways.

AFAIK, the implementation you are looking for is not possible. As you are aware, clusters are applicable to only standard mode gateways and not to the personal gateways. The same has been mentioned on the official documentation:
Install an on-premises data gateway | Microsoft Docs
And installing another personal gateway doesn't help, because when you install the second personal gateway on a different machine and login, the second one will be considered as primary and the first personal gateway will not be in the picture anymore.
