Setting alerts each 24h/each hour

Hi there,

I would like to know why the alerts can only be set each hour or each 24h. My data is refreshed each 15 minutes and I would like to recieve up to 4 mails in an hour if it has surpassed my threshold (maybe 3 mails because of time gaps).

could this be possible? I've been regarding microsoft flow and scheduled data refresh but still do not have clear how to achieve it.
