Setting RLS to individuals outside of my organization

Hi, I'm wondering is it possible to set RLS to individuals outside of my organization? If that's not possible, if it possible to add users to my active users list outside of my organization?

Based on test, I find that is impossible to use RLS on person which outside of your organization.

@minh23tran RLS is currently only for possible for inside organisation. Not sure what is active users list.
