In one of our PowerbI Report we have configured more than 19 roles under Modeling -> ManageRoles in PowerBI desktop. When I was trying to publish I am able to see only 19 roles under published DataSet in PowerBI service.
Is there any limitation on number of roles under Row Level security?

There's no limitation on number of roles. I haven't reproduced your issue. All created measures can be displayed on Power BI Service.
What's your data source? And what are your row level filter expressions?

@v-sihou-msft, One more update is I have tested one more scenario and I am able to reproduce this issue.
Repro steps:
1. Create PowerBI dashboard with more than 19 roles using PowerBI desktop.
2. Publish PowerBI report to Group work space.
Now you can see only 19 Row level security roles.
Note: If tried same thing in Myworkspace, I am able to see all the roles(I mean more than 19 roles).

My data source is Sqlazure DB View and I just use string filters.
