Row Level Security at a global and local level

Hi,

Our currenty solution has a row level security and distribution groups for each country (around 30 countries). Depending on the request from each country, we put the group in either of 2 options, either they can see the specific worked ID or they see it on a workstation group, for example a bistro and check out. 

What I wonder is if there is any quick way to add around 4000 users but the users are only restricted to the store they work in. So if there are 200 stores, there will be around 20 users per store and I want to be able to assign individual users to data for their store.

Is there an easy way to do it or would it require lots of manual work? Or is there any script to use?
Right now the store users see data for the whole country but it needs to be narrowed down to just the store.

So for AT that would be for a user in 085 would only see data for 085.

If you are a administrator, you could create multiple security groups to add the users. For how to create security groups, you could reference the document : Create, edit, or delete a security group in the Microsoft 365 admin center.
