Our organization has 600 Pro licenses, so we are considering to purchase Premium capacity and scale down on Pro licenses. Therefore, we need to understand how many of these 600 users are actually content creators, and how many are consumers (view-only).
I'm looking for help to retrieve this information (using the Rest API).

Use Power BI Rest API How you can store All your Power BI Audit Logs easily and indefinitely in Azure - Reporting/Analytic..., then select user who have not performed any Power Pro activity (i.e. Publish Report, edit report, create/edit dataflow) in past 90 days and check if you can take back Power BI Pro from them.
