Restrict Users from publishing new dashboards

Is there a way to restrict users from publishing any new dashboards on the platform but let them edit existing dashboards?

Hi,

I don't think this is possible. If you check the documentation (https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-roles-new-workspaces)
Especially this:

You will see, that edit rights and publish rights are related to same roles. So for example if you give access as Contributor - that person will have option to edit and publish at the same time.

For users, they have two permissions for report, read access and edit access .
Read access - User can only view the report and interact with the visual in the report .
Edit access – User can edit the report ,create a new report in the workspace ,create app with report and so on .
So there is no way to satisfy the situation you are talking about . Users can edit the report, which in itself is a big authority .

Just to be sure: by "dashboard" you mean literrally PBI dashboard in PBI service, or just a simple report?
