Hey! Im having this problem with a report, it is on a report that is published on a Premium Workspace with 10GB of space and we are currently using less than a GB of it.
Resource Governing: This operation was canceled because there wasn’t enough memory to finish running it. Either increase the memory of the Premium capacity where this dataset is hosted or reduce the memory footprint of your dataset by doing things like limiting the amount of imported data. When I go to Settings > Manage personal storage. I get that ther is 0MB in usage, I tried publishing it in another Free workspace and it works just fine. Does anyone have this problem or any idea why is this happening?

The error is occuring because there are memory limits when using Power BI Premium. From your error it appears that when it is running the refresh of data it is hitting the overall memory limit. Or something along those lines.
I would recommend looking at the Premium metrics app to see when there is the memory increase and if this is going above your memory limitation?
