The note on https://docs.microsoft.com/en-us/power-bi/connect-data/refresh-scheduled-refresh#scheduled-refresh, reads as
"The target is to initiate the refresh within 15 minutes of the scheduled time slot, but a delay of up to one hour can occur if the service can't allocate the required resources sooner."
My question is that does this apply to scheduled refreshes in Premium Workspaces / Premium Per User Workspaces as well ?

Yes this is applicable to all kind of service including Premium/PPU.
If your Premium capacity limits applies then the next scheuled refresh has to wait until resources are made avilable.
