I have one report with 3 'pages/report sections'. If I access the report as my user account and copy the URL from the browser's bar, and then send that URL to the second user, they are not directed to the report section I had open when I copied the URL.
If I click on the URL on my computer it will open a new browser to the 'desired' section.
I'm a member of the owners for the group where the report is located. The other user is a viewer member.
Visually I can break the URL down into 4 parts, but they don't explain why I'm getting different behaviors:
Domain (app.powerbi.com)
Group (GUID for the group hosting the dataset)
Reports (GUID for the actual report)
ReportSection (GUID for the 'page'? of the report).
Can any one confirm that user account permissions affect how the URL are rendered. Both users have access to the report, the one just get's a different report section.
Oddly enough if I attempt to user ?chromeless=true at the end of the URL, that IS respected regardless of user.

Ok, I think I figured out my problem.
Based on the way the report was shared with the user (them not being part of the group), the URL the second user ends up utilizing IS different, even if I gave them the link that works for me.
What appears to work better is to replace the Group GUID with the word "me"
https://app.powerbi.com/groups/GUID/reports/GUID/ReportSectionGUID?chromeless=true
becomes
https://app.powerbi.com/groups/me/reports/GUID/ReportSectionGUID?chromeless=true
