Is there a way to render all visuals on a power BI report page at once using some sort of wait() or sleep() functions or anything of that sort?

Rendering of visuals in PowerBI depends on how much data that particular visual is having. Although all the visuals start to render at same time(as soon as you open the page), the actual view time or rendering completion time varies from visual to visual based on the data its carrying.
So you simply answer your query, as of now i don't think there is a way to render all visuals in a page at once because of the render time for all visuals being different.
You can probably submit this as an idea here.
