I created several reports for my organization's sales managers from one dataset. I set up roles in Power BI desktop then enabled row level security in the Power BI Service so each manager could only see the data for his or her team. One of the managers later needed full access, so I removed his role and deleted the row level security. Now when he tries to access the report he gets an unable to load report error with the error details below. I refreshed the data set several times from desktop and service, rescinded his access to the report and granted it again, had him log in and out several times, waited a few days to see if it solved itself...no luck. Any ideas?

The RLS in the service is still in place, correct? if so you can't just delete his role in order for him to access the full report. You need to grant him access to the whole report through a new role in RLS and then add his role to the security level in the service
