Refreshing with PowerBI Free user

We are currently trialling PowerBI. I am using a PowerBI Pro 60 day license. I have created a dashboard that accesses data via an Enterprise Gateway installad on premise. I have then shared the dashboard with another user in my company who only has the 'Free' license. When he opens the dashboard he gets a message saying that he cannot access the Power BI Pro content in the report. He clicks 'Cancel' and then can see all the data that is coming via the Enterprise Gateway. If I change the data and he refreshes the report, he sees the new data. 

Is this correct ? The documentation seems to be saying that he shouldn't be able to see the data through the Enterprise Gateway as he only has the Free license. Or am I reading this wrong ?

Are you sure that he is not benefiting from a similar 60 day free trial of Pro? Technically, if he only has a "Free" license (not the free Pro trial) he should not be able to see the data or content of anything that requires a Pro license.
