If I have 10 tables in my data model published to the server and I need only 4 of those to refresh as the others are basically dimensions that do not change, is there any way to stop them from refreshing? Or is that done with the incremental refresh? TIA

Oh, how I with Microsoft would 'fix' the issue with the "Include in Report Refresh" check box that is NOT honored on the Service.
Here are some links:
From the Community: https://community.powerbi.com/t5/Desktop/Disabling-quot-Include-in-report-refresh-quot-not-working/m...
I have a comment on the thread about using Data Flows for static data, but really, it should be fixed.
From User Voice: https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/20579641-exclude-a-table-from-ref...
For now, the only way to do this is to convert them to Dataflows. Each Dataflow can have its own Refresh schedule so Dataflow 1 can be the four fact tables, refreshed daily or hourly, and Dataflow 2 can be the dimensions can be refreshed weekly or not at all.
A Desktop model can consume Entities from multiple Dataflows, and the refreshing is handled by the shcedule of each respective Dataflow.
