I have a Power BI Desktop report that is connected live to a Power BI Dataset. Both the report and Dataset are stored on my business one-drive. Generally when I refresh my dataset, my report is refreshed pretty quickly on Power BI Service. Where I seem to have issues is when I create new measures in my data set. The report that connects to this dataset does not update as quickly. It can take sometimes more than an hour. I would have thought that if I open my connected report in Power BI Desktop that I would get instantaneous results but this is taking a long time also.

Did you mean import way here? To refresh the data by this way, that depends on some points as below.
I have removed my dataset from Power BI Service. I published it again to the Power BI Service rather than import it. Now when I add new measures, I just re-publish it and any report that I created using this dataset is now updated immediately. Unfortunately, this means I am back to a manual process.
No, I'm not talking import.
If the dataset I am using is a Power BI Dataset stored on One-Drive, why does the Power BI Report not update immediately when I open it. The bottom left of the report indicates ti is connected live to the Power BI dataset. This specific wording implies live changes to me.
