Having a frustrating issue. Refreshing works fine on the local version of my PBIX file when I hit Refresh on the desktop app. Refresh started failing for no apparent reason on Friday with the error message:
"Cannot connect to the mashup data source. See error details for more information."
Error details: "A connection was successfully established with the server, but then an error occurred during the login process. (provider: SSL Provider, error: 0 - The received certificate has expired.)"
All connections are unchecked for Encrypted connection in PowerBI Desktop, so there should not be a certificate needed. I have uninstalled and reinstalled the On-Premise gateway on this server as well to no avail. I am using SQL Server Authentication for this database connection, and have verified this still works without issue when connection to the database on SQL Server Management Studio.

Ended up working with Microsoft on a ticket. Final resolution was to restart enter server.

Have you tried removing the whole dataset on Power BI service, then republish the pbix file to see if it works?
In addition, if the issue persists, I would suggest you create a support ticket on Power BI Support page for better assistance on it.

I'm having the same problem. Do you mean that you had to restart the SQL Server?
