I've been working within a .pbix desktop file and uploading it to a shared workspace (Online Service) when I'm done. My data is from an Excel file that I uploaded to OneDrive. I open the Excel file using the desktop app when I need to make changes to the data. The data will update in the OneDrive file since it automatically syncs.
I know that I can update the .pbix file on my desktop by hitting the refresh button, but how do I refresh the file in the online shared workspace?
Also, there will be a team working on this dashboard in the future. If someone else wants to edit the .pbix file will the data from the Excel sheet update if they hit refresh? I wasn't sure if the data in "Get Data" was linked to the Excel desktop app ( because I'm opening the OneDrive file on my desktop) or if it's linked to the web/cloud.

You could refresh by Scheduled and on-demand.

You will configure the scheduled refresh in the dataset settings.
For others to update the PBIX they will have to get a copy of the PBIX
