Refresh Workbook built off a Dataset

Is it still not possible to create a workbook in Excel attached to a PowerBI Service dataset, publish the workbook to the PowerBI service, and then have the user (in the PowerBI Service) open the workbook and refresh the data?  TIA

No, it is still not possible refresh from on-premises, but you can upload excel to OneDrive, then OneDrive will refresh it hourly.

When I try to Publish from OneDrive it only allows me to publish to My workspace, which means I cannot publish to my orginization workspaces. 

 

Any way around this?
