According to your description, I guess you mean you can’t control RLS in Editing View in Power BI Service.
The first thing you should understand is that RLS won’t work on the users who have the authority to create reports using the dataset. Therefore, I think that if you want to control the data through RLS, you should remove the editing authority from the users. What’ more, you can just create some sample data (without sensitive data) for the business users to create some simple demos.
