From your screenshot, I think the rank measure should work well, Not sure what went wrong.
What is your expected output? Could you please share some simple sample data and your expected output?

O resultado seria o RANK funcionar de 1 a 10 em sequencia. Repare que esta pulando o RANK e não esta classificando em ordem de valor nem RANK.

Do you mean that Rank is sort for all the year and don't split by year? and the result will be a RANK running from 1 to 20 for the above example?
and please share a simple sample pbix file and your expected output. that would help tremendously
