Q & A online, Dataset not showing option

I have 2 data sets online at PBI service, 1 set show Q&A as an option to use, the other Dataset does NOT...

is there a setting, or criteria in the data that enables Q&A for specific datasets?  see attached screenshot

Do you have RLS enabled on that dataset?

thanks for pointing out the RLS, (Row Level Security) issue.

I went to Reports and open the report online, under File I found the link to download the .PBIX file to this local laptop. I removed the RLS, ('Modeling' tab and 'Manage Roles').

I republished the PBIX file and now I have the QA options under Dataset

i do, but i dont have any members/users assigned.  Is this the reason it doesnt provide QA?

is there a way I can remove the RLS within PBI Service?  all I see is the option to 'add members'

the RLS was created in Desktop on another computer which I dont have access to... seeing that the DataSet in online, can I download the PBIX file to this local laptop and remove the RLS? I cant see that option for this dataset. thanks for help
