Q&A and Cortana not showing up on my Dataset properties

I've tried to do this:

https://docs.microsoft.com/en-us/power-bi/service-cortana-enable

but the option for "Q&A and Cortana" doesn't show up on my Dataset from an Azure SQL connection. The option shows up for my other dataset though.

There is another post about this problem on here but I don't have the same issue. I have no roles or anything defined.
