I am hoping somebody can assist me with the following issue:
I have purchased a Power BI Premium Per User licence but i dont have access to any Premium features still.
When I click my account icon top right, it says Premium Per User but when I try to use any of the features (in dataflow) it says I need a Premium licence.
I have tried to log out etc and the issue still persists.

You need to create a Workspace and mark it as "PPU", or mark an existing workspace as "PPU" (through "Settings", "Premium") before you can use the PPU facilities. Only content in a PPU workspace gets PPU features.
