Hi guys,
I published an app from a premium dedicated capacity workspace (Azure SKU A2):
When i provide the app's link to end users (free-users), they have the pop up to sign up for a pro license. It was to my understanding that any content publish in a premium capacity workspace is able consummable by free users.
My issue is the same for dashboards and reports published on that workspace.
Any explanations?

Have you assigned power bi free lincense to the users? If not, contact your office 365 admin. Alternatively you could log onto your azure portal ( assuming your org has azure AAD subscription and AD sync enabled) find the user and view the licenses assigned.
I'm assuming when you created the app, you have added those users to the App.
Lastly check admin tenant settings for sharing app to external users.

Have you tried to invite external users to be guests and give them access to the app?

I tried and they dont have access. Plus, the whole point of having premium is to share workspace content with other users( free / external) without having to give them access to the workspace.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
